block only file/folder deleting allowing renaming

Is Possible to block only file/folder deleting?

I need that users can rename/move/modify files, but not delete them.

I Have changed the advanced NTFS permissions and deny "Delete" permission to the group/users in question, but in this way users are not able to rename files.
