permissions on domain controller file server change when connected to another server

I attached some iscsi targets to move data from a 2008R2 server to 2012 server and the permissions were all set to the 2012 local users & local admins groups.

( I did not have the 2 servers attached to the iscsi target at the same time,  I shutdown one host then changed the access permissions on the lun and attached the 2nd host.  When I went to replicate the shares the folders had retained some domain user set share folder permission though?)

I have never had this happen before but when I restore a file from the backup to another 2008 machine the permission come back as local\administrators.  I am not sure but think this happens because the original host was a DC and it apparently does not give the local drives ntfs permissions using the domain users/admin sids and gives them a SID that will resolve to the local groups if attached to another machine?

Anybody have any other explanations?
