VSS snapshot is failing with VSS_E_HOLD_WRITES_TIMEOUT on Win2012R2 idle system.

Hi,

I am facing a strange issue in my Win2012R2 VM. I have my own hardware provider, which does take snapshot pretty quickly. CommitSnapshots call is returned within 2 secs. But the VSS service is not releasing the writes. After 10 secs, VSS service logs an event 12298 (The IO writes cannot be held during shadow copy creation). During this time i am getting a system event 8 (volsnap : The flush and hold writes on the volume C: timeout while waiting for release writes command). The system id idle, just booted and trying to take snapshots. It has only one disk 40GB and only one volume. This issue is seen intermittently, once in 10 to 20 snapshots.

I increased my system resources and it has 16GB memory and 16 CPUs. But the issue is not resolved. I tried debugging the issue but could not find the cause. Any help is much appreciated
